7. ANP1: Albury Parish Design & Guidance Codes

7.1The Albury Parish Neighbourhood Plan identifies the different built style and characteristics of 5 distinct areas of the parish:
  1. Albury village

  2. Sherbourne

  3. Newlands Corner and the North Downs

  4. Albury Heath, Brook, and Little London

  5. Farley Green

  6. The Albury Parish Design Guide APPENDIX A has been prepared as a reference guide for future development to ensure the characteristics of these areas are retained.

  7. Policies ANP1, 2, 3, 4, 5 and 15 establish the importance of high-quality design of development in the parish both for new and existing properties, and throughout the parish to maintain and enhance local character. It directs applicants to bring forward proposals consistent with the design guidance contained in the Albury Design Guidance and Codes attached APPENDIX A. The content of the Code forms part of the policy but has been attached as an Appendix purely for practical reasons.

  8. The Albury Design Guidance and Codes adds further detail to the Guildford Residential Design Guide SPD (2004) and Residential Extensions and Alterations SPD (2018) and establishes the essential design considerations within the 5 areas identified in 7.1. These design considerations set out key features that make each village/settlement locally distinctive to ensure new development reflects the rich and varied architectural heritage of the parish to complement policies D1 (Place Shaping) and D3 (Historic Environment) of the Guildford Local Plan (GLP) and policies D4 (High Quality Design) and D8 (Residential Infill) in particular of the Development Management Policies Plan.

  9. All new development including extensions to existing buildings, should be of high quality and sustainable design and construction and should respond positively to the parish-built environment, local character, important local views and natural environment/landscape setting through design, scale, mass, form, architectural features, and materials. New development that is sympathetic to its local character, notably being the consistent use of local materials, layout, architectural features and the grain of the historic core and the open countryside setting of the settlements as identified in the Albury Design Guidance and Codes, APPENDIX A will be supported provided that it is in accordance with policies set out in this Neighbourhood Plan, the Guildford Local Plan 2019, NPPF and Surrey Hills National Landscape guidance.

Policy ANP1 – Design and Design Codes

Development proposals, including extensions to existing buildings, will be supported where they accord with policies set out in the Neighbourhood Plan, the Guildford Local Plan and the NPPF and where:

  1. It is demonstrated through a design statement that they have full regard to the unique characteristics and features of the locality and essential design considerations and general design principles as set out in the Albury Design Guidance and Codes attached as APPENDIX A.

  2. They are of high quality and sustainable design and construction and respond positively to the parish-built environment and local character (including design, scale, mass, form, layout, the grain of the historic village core, architectural features and materials), important local views, the natural environment and the open countryside/landscape setting, as identified in the Albury Design Guidance and Codes APPENDIX A and Surrey Hills National Landscape guidance.

  3. In the absence of a Conservation Area appraisal guide for Albury village Conservation Area, the Albury Parish Design Guidelines and Codes APPENDIX A should be used instead.
