26. Implementation
Development Management
26.2The planning authority will use a combination of the Local Plan and Neighbourhood Plan policies to inform and determine its planning application decisions, but Neighbourhood Plan policies will take precedence in most cases. The Parish Council is a statutory consultee on planning applications made in the parish and it will be made aware of any future planning applications or alterations to those applications by Guildford Borough Council. It will seek to ensure that the Neighbourhood Plan policies have been identified and applied correctly by applicants and by officers in their decision reports.
26.3The Parish Council will aim to meet with development management officers of GBC once the Plan has been made, and on occasions thereafter, to ensure there is a full and accurate understanding of all parties on how the policies should be applied. They may also review relevant cases so that policies may be modified in future reviews of the Plan.
Local Infrastructure Improvements
26.4Where opportunities arise through S106 agreements (or through the Community Infrastructure Levy) to secure financial contributions to invest in improving local infrastructure, the Parish Council will review the evidence base and community consultations for the Neighbourhood Plan to inform its view in liaising with the Borough Council.
26.5The Parish Council expects to be able to make contributions to some of the other projects by using Community Infrastructure Levy (CIL) funding allocated by the local planning authority to the Parish Council:
26.6Section 18 (Recommendations To The Parish Council) sets out the recommendations the Neighbourhood Plan Steering Group make to the Parish Council to implement and manage the policies set out in this Neighbourhood Plan and also to assist the Parish Council on managing areas that fall outside the remit of the Neighbourhood Plan policies but were identified in the Neighbourhood Plan Consultation 2024 as of significant importance to the parish.
26.7A minimum of 25% of the CIL collected from development in the parish will be passed to the Parish Council for investment in the parish. This provides the local community with an indication of the priorities for investing the fund to improve local infrastructure as a result of new development in the parish.
